2.RULES

2.1 Racing will take place under The Racing Rules of Sailing 2005-2008 (RRS), the appropriate class rules, the Notice of Race and these Sailing Instructions (SIs). In the event of conflict these SIs shall apply. Additional SIs apply to Spring Championships - see Appendix B.

3. SAFETY

3.1 Conditions of Participation
(a) A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing, whether in the Notice of Race, SIs or anywhere else, reduces this responsibility.
(b) It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them.
(c) The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £2 million per event.
(d) Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the races and the event, and include organising and race committees, committee boats, race officers, sponsors and others.
(e) The boat is responsible to ensure that she is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and that the crew know how to use it.
(f) The fact that the race committee may conduct inspections of a boat does not reduce the responsibilities of the boat as set out herein.
3.2 Safety Regulations
(a) Spot checks will be made on compliance with these regulations.
(b) If flag Y is flown, personal buoyancy shall be worn and shall be clearly visible to other boats. This changes RRS 40.1 and Race Signals
(c) Black Group boats These boats shall comply with the current ISAF Offshore Special Regulations for Category 4 races; except One Design boats shall instead conform to their class rules.
(d) White Group boatsThese boats shall comply with the following regulations; but if class rules provide a higher standard then class rules apply.
(1) Buoyancy: Boats shall either be self-righting from 90 degrees or have enough reserve buoyancy to support the boat and crew for at least 30 minutes following a capsize. Boats shall be equipped with suitable means for bailing or pumping.
(2) Flares: Boats shall carry in a waterproof pack at least two red hand flares and two orange smoke flares.
(3) Fire Extinguisher: Boats carrying engine or cooking fuel shall carry a fire extinguisher and a stout bucket of 9 litres min. capacity attached to a lanyard.
(4) Personal buoyancy: Boats shall carry personal buoyancy or lifejackets for each crew member at least sufficient to comply with RRS 40.1.
(5) Man Overboard: Boats shall carry a rescue quoit or throw bag with at least 15m of floating line and at least one lifebuoy or lifesling.
(6) First Aid: Boats shall carry a waterproof first aid pack with instructions.
(7) Anchor: Boats shall carry a suitable anchor and sufficient warp to hold the boat in 15m depth of water in the expected racing conditions.
(8) Compass: Boats shall carry a suitable compass - handheld acceptable.
(9) Equipment: All equipment, fittings and engines shall be securely fastened.

3.3 Shipping
(a) Any boat infringing the International Regulations for Preventing Collisions at Sea or by-laws in respect of commercial shipping may be penalised or disqualified from one or more races or from the series and such a disqualification may be non-excludable. This changes RRS 63.1.
(b) An engine shall be used when appropriate to avoid risk of collision with another vessel that is under way but not racing; or in grave emergency. The facts shall be reported to the race committee (RC) at the finish, with written details to the race office before the protest time limit. The protest committee may impose such penalty as it thinks fit.

3.4 VHF Radio
Boats shall carry a working VHF radio with channels 16, 6, 8, 12, 67, 72, M1 (37) and M2. See SI 5.4.

3.5 Retirement
Boats retiring shall promptly advise the race committee (RC) - Black Group boats usually on channel M1 (37); White Group boats usually on channel M2.

3.6 Anchors
Anchors and other moveable equipment shall not be stowed in a position likely to cause a hazard to other competitors.

4. GENERAL

4.1 Measurement or Rating Certificate
(a) IRM, IRC, Bowsprit, X332 and Sportsboat class boats shall have a valid appropriate certificate. One Design boats shall have a valid class certificate.
(b) On demand the competitor shall present a valid rating/measurement certificate or sign an undertaking to present one by a time determined by the RC. If a certificate has not been produced by the issuing authority, competitors must show that a valid application has been made for that certificate.
(c) The RC may require any boat to be measured at any time.
(d) Berth cushions need not be carried for this Series.
4.2 IRC Endorsed Certificates
(a) The RC may require any entry that it deems to be a "works team", or any other entry where it deems this desirable, to produce an endorsed certificate or sign an undertaking to present one by a time determined by the RC.
(b) A boat in any class with one or more "Group 3" ISAF Sailors' Classification Code crew member(s) aboard in any race shall produce an endorsed certificate or sign an undertaking to present one by a time determined by the RC.
(c) Each boat in IRC class 1 shall either submit a written declaration that all crew members are "Group 1" sailors or produce an endorsed certificate or sign an undertaking to present one by a time determined by the RC.
4.3 Black Group Crew Restrictions
Crew number restrictions (but not crew weight restrictions) apply for the One Design classes. In the IRC, Bowsprit and X332 classes the maximum crew shall be the Crew Number printed on the boat's certificate plus two. IRM crew weight limits apply.
4.4 Time Allowances
(a) The IRC rules apply to IRC, Bowsprit and X332 classes. IRC class splits are issued 2-3 days before the first race. The IRM rules apply to IRM class boats. The RYA/RORC Sportsboat rules apply to the Sportsboat class.
(b) The RC may allocate boats with IRC handicaps to classes for reasons other than TCC, e.g. taking into account displacement/length ratios or SSS numbers, with the aim of providing more satisfactory competition.
(c) By application received by the RC before noon on Friday before the first race in which she is entered, a boat entered in IRC may ask to compete in the class above that for which she is eligible. At the sole discretion of the RC, she may be allowed to do so, taking as her TCC a rating allocated by the RC which will be not less than the bottom rating of that class
(d) Any change to rating shall immediately be notified to the RC. A reduction in rating will be applied only to races starting 72 hours or more after such notification and not retrospectively. An increase in rating will be applied from the effective certificate date. Boats will not change class on change of rating
(e) The RC may vary paragraph (d) hereof in individual cases if in its sole discretion it considers it equitable to do so,
(f) One Design classes will race level in their classes or according to class rules
4.5 Advertising on Boats - RRS Regulation 20

(e) Race committee RIBs will fly a WSC burgee if possible.
4.7 Sail Numbers
(a) Sail numbers must be clearly legible and readily visible to the RC. Dark coloured numbers on white or cream sails are usually legible. Black, white or coloured numbers on grey sails are often illegible.
(b) If the numbers on mainsail and (where required) on genoas are not clearly legible, then sail number dodgers shall be displayed to the RC for five minutes before and after starting, and for five minutes before and after finishing. The numbers on such dodgers must be clearly legible and should be in black or dark blue on a white background and at least 375mm high (except 300mm for boats under 8.5m LOA). National letters need not be displayed.
(c) Failure to comply may result in a boat being scored DNC or DNF. Boats failing to comply with the above will be ineligible for redress if the RC does not identify them correctly, as redress can only be given where there is no fault on the part of the boat claiming redress.
(d) Exceptionally, a boat may be permitted to use sails with a distinguishing number other than as required by RRS; conditions may apply. Requests for permission must be received in writing by the RC at least 24 hours before racing

(b) A flag signal displayed with IC Third Substitute or a white flag or class flag applies respectively only to Black Group, White Group or that class.

6. STARTS

6.1 Starting Order
(a) Black Group classes will be started in the following order:- IRC 1 - IRC 2 - IRC 3 - X 332 - Bowsprit - Sigma 38 - Sigma 33 - IRC 4 - IRC5
(b) White Group classes will be started in the following order:- Mumm 30 - 1720 - J 80 - Laser SB3 - Sportsboats - Hunter 707.
6.2 Time of Starts
The expected time of the first start for Black Group will be 1000 hours local time; and 1003 for White Group. The starts of two or more classes may be combined. Competitors are advised to be in the starting area before 0950 hours.
6.3 Starting Lines
(a) Black Group
(1) The Black Group starting line is between a spar displaying an orange flag on the Black Group Committee Boat and either an outer distance mark (ODM); or a spar displaying IC flag V on an Outer Distance Boat (ODB) which will also fly a yellow Warsash Committee flag.
(2) The RC will announce by radio before the preparatory signal for each Black Group class whether an ODM or ODB is being used for that class, and if an ODM then its colour (either black or orange) will also be announced.
(3) The ODB and/or ODMs of each colour may be in the vicinity, and the one to be used will be as announced.
(b) White group
(1) The White Group starting line is the line between a spar displaying an orange flag on the White Group Committee Boat and an outer distance mark (ODM).
(2) The RC will indicate by flag signal before the preparatory signal for each White Group class whether a red or green ODM is being used. Red flag means the red ODM is to be used; green flag means the green ODM is to be used.
(3) ODMs of each colour may be present and the one indicated is to be used.
6.4 Limit Marks; Keeping Clear of Committee & Outer Distance Boats and RIBs
(a) A boat that causes damage to any RC vessel may be disqualified from that day's racing or from the series. This changes RRS 64.
(b) Inner distance marks may be laid near the Committee Boats. If an Outer Distance Boat is used it may also have an inner distance mark. Boats shall not cross the line between an inner distance mark and the adjacent starting line spar after the first warning signal of a start sequence. This line is not an obstruction.
(c) The Committee Boat, inner distance mark(s) and Outer Distance Boat or mark all rank as starting marks, as does any anchor chain or line, or any buoy, RIB or tender attached to the Committee Boat or Outer Distance Boat.
(d) Boats shall at all times keep at least 10 metres away from the Committee Boats, and Outer Distance Boat if used, whilst they are on station at the start.
(e) Boats shall keep clear of committee boats/RIBs that are laying or lifting marks.
(f) The RC may penalise or disqualify a boat infringing SI 6.4 (a) to (e), with a separate penalty for each offence. A boat is entitled to a hearing on request. This changes RRS 63.1.
(g) Boats are strongly requested to keep at least 10 metres away from all other committee boats and RIBs, except that, if necessary, boats may seek consent to close the Communications Boat to collect or pass items; boats with inboard engines should do so under power.
6.5 Obstructing the Start Line
Competitors shall keep well clear of the starting line and the Committee Boat after the first warning signal of a start sequence until the warning signal for their class. Protests under this SI may only be brought by the RC. This changes RRS 60.
6.6 Starting Procedure
(a) For Black Group, RRS 26 is changed so that the warning signal will be given 10 minutes before the starting signal, and the preparatory signal will be given 5 minutes before the starting signal. This provides a "10-5-1-go" sequence.
(b) For White Group, RRS 26 will be used. This provides a "5-4-1-go" sequence. The warning signal may be at the same time as the start of the previous class, or may be after a short interval.
(c) For both Groups: in the last minute before the start, if any boats are seen on the course side of the line, IC flag X may be raised (no sound signal) and lowered (no sound signal) when these boats have returned to the pre-course side of the line. Failure to display this flag before the starting signal will not be grounds for redress
. 6.7 General Recalls and Starting Penalties
(a) After a general recall, the recalled class will normally be restarted after the last scheduled start in that start sequence, and the warning signal for the next class will not be lowered on signalling the recall. This changes RRS 29.2.
(b) At the discretion of the RC the recalled class may be restarted immediately after its original start, in which case the warning signal for the next class due to start will be lowered on signalling the general recall.
(c) If a RRS 30 starting penalty applies, the RC may announce by radio the sail numbers of boats that have infringed. For White Group, the sail numbers of boats that have infringed may also be displayed on the Committee Boat.
6.8 If a boat arrives in the vicinity of the starting line after her preparatory signal under engine or tow, she may race but must not start until at least 6 minutes after her start signal for black group boats, 3 minutes after her start signal for white group boats; she must stop her engine or drop her tow and then complete one turn before starting.

7. COURSE INSTRUCTIONS

7.1 The Start Area will normally be in the area of Coronation/East Bramble/Seascope.
7.2 Courses will be set using rounding marks as indicated in Appendix A; or in accordance with Appendix C, if used for White Group.
7.3 Courses for Black Group
(a) Courses will be given by radio (normally on VHF channel M1 (37), see SI 5.4) after the warning signal for each class. This changes RRS 27.1. When possible, the Black Group Committee Boat will advise the course to the Communications Boat, which will repeat the course back to the Committee Boat, which will confirm if the repetition was correct. The Committee Boat may repeat the course to the Communications Boat after the preparatory signal.
(b) If radio communications break down, the Committee Boat will fly IC flag "T" (with 2 sound signals) and the course will be shown on course boards on the Committee Boat (see SI 7.5). While IC flag "T" is flown, the course displayed on boards will prevail over any announcement by radio if there is a discrepancy.
(c) If IC flag "T" is flown as above, a postponement may also be signalled to give competitors time to note the course. Attention is drawn to SI 6.4
. 7.4 Courses for White Group
(a) The course may be either: (1) a pre-set course in accordance with Appendix C, shown on course boards on the White Group Committee Boat (see SI 7.5); or (2) an individually set course using rounding marks as indicated in Appendix A, and shown on course boards as described in SI 7.5.
(b) A board representing the class flag may be displayed to the left of the course. Courses for more than one class may be displayed simultaneously. If no "class flag" board is displayed then all classes shall sail the displayed course.
(c) Courses may be displayed after the warning signal. This changes RRS 27.1.
7.5 Course Boards When the course is indicated by mark letters displayed on the Committee Boat:
(a) Marks shall be rounded in the order exhibited, reading from left to right.
b) The direction of rounding will be given by a colour around the letter:- red for marks to be rounded to port, green for marks to be rounded to starboard.
(c) The last mark indicated will be a finishing mark.

8. FINISHING

8.1 Finishing Line

(a) The finishing line is between the last mark of the course and the spar on the Committee Boat displaying an orange flag. This Committee Boat will also fly a blue flag and a yellow Warsash Committee flag when on station.

(b) An additional spotter boat may be stationed outside the finishing mark. This boat will not display orange or blue flags and is not part of the finishing line. To help the RC produce accurate results, boats are requested not to pass between this spotter boat and the adjacent finishing mark.

8.2 Time limits

The time limit is the later of: 1430 hours local time or 2 hours after the race start. Boats not finishing in time will not be counted as finishers. If no boat in a class finishes in time, the race will be abandoned for that class. This changes RRS 35,

8.3 Shortened Course

Shortening may only apply to certain classes, whose class flags will be displayed.

9. ALTERNATIVE PENALTIES

9.1

(a) The penalties of RRS 31.2, 44.2 and 44.3 shall not apply.

(b) Subject to RRS 44.1, a boat infringing a rule of RRS Part 2 or RRS 31.1 may take a time penalty by complying with this SI.

9.2 To take a time penalty, a boat shall:-

(a) display a yellow flag at the first reasonable opportunity after the incident

(b) keep it displayed until finishing

(c) call the RC's attention to it immediately after finishing

(d) inform the RC of the incident and the identity of any other boat involved at the first reasonable opportunity after finishing and within the time limit for protests.

9.3 If a boat complies fully with SI 9.2, the time penalty for each infringement shall be 1% of her elapsed time for the race, added to the boat's elapsed time before making handicap calculations.

9.4 A boat that does not comply fully with SI 9.2, but acknowledges an infringement before the expiry of the protest time limit, shall receive a penalty of 2% of her elapsed time. If she acknowledges an infringement after the protest time limit but before a hearing, she shall receive a penalty of 3% of her elapsed time.

9.5 RRS 44.4 (a) is changed to apply to a time penalty in accordance with SI 9.

9.6 A boat shall not be scored as having finished outside a time limit solely by application of a time penalty.

10. PROTESTS and DECLARATIONS

10.1 The time limit for lodging protests is two and a half hours after the last boat in the class finishes the last race of the day.

10.2 At their discretion, the protest committee may waive the requirements for hail and/or flag when they are satisfied that one or more of the following applies. This changes RRS 61.1.

(a) the nature of the incident on the water has already served the same purpose as hail and/or flag.

(b) at the time of the incident the parties were so far apart that the flag would be not be noticed.

(c) the allegation is of a breach of class rules or sailing with an invalid certificate.

10.3 The RC or the protest committee may also protest a boat for a breach of the preamble to Part 2 of the RRS as a result of a report from an interested party or information in an invalid protest or in a request for redress. This changes RRS 60.2(a) and 60.3(a).

10.4

(a) Protests for weeks 1 to 5 will be heard after racing on the next Sunday of the series; protests for week 6 will be heard that day.

(b) A list of protests received will be published each week with the mailed results and this will constitute the due notification of the hearing, except for week 6 when any boat involved in a protestable incident must contact the Race Office and be available for a hearing as soon as possible after racing.

(c) Protests brought by the race or protest committees will be notified with the results that are sent by post except for week 6, when boats will be notified by radio and on the official noticeboard immediately after racing. This changes RRS 61.1(b).

(d) The protest committee will not normally postpone to a later hearing unless application is received 48 hours or more beforehand, except for week 6. This changes RRS 63.3(b).

(e) The protest committee may impose time penalties or may disqualify a boat from one or more races or the series.

10.5 Declarations are not required.

11. SCORING SYSTEM AND RACES TO COUNT

11.1 For Black Group, if six races are completed then five will count. If five races are completed then four will count. If fewer than 5 races are completed, then all the completed races will count.

11.2 For White Group:

(a) when fewer than nine races have been completed, a boat's series score will be the total of her race scores.

(b) when nine or ten races have been completed, a boat's series score will be the total of her race scores excluding her worst score. (

c) when eleven or twelve races have been completed, a boat's series score will be the total of her race scores excluding her two worst scores.

11.3 Boats that change ownership during a series will not count points scored by the previous owner. Before racing, the new owner must submit a signed entry form and a valid new class or handicap certificate as appropriate.

11.4 The Low Points Scoring System of RRS Appendix A will apply except as follows:-

(a) A4.2 is changed so that the following scores are used (for definitions see RRS Appendix A11):

DNC: Number of race entries plus 3
DSQ/DNE: Number of race entries plus 2
DNS/OCS/DNF/RAF: Number of race entries plus 1

(b) A7 shall not apply. When boats that finished are tied for a place at the end of a race, they shall be awarded that place. Other boats will be scored as if the tied boats had not tied.

(c) A8.2 shall not apply. Ties unbroken after A8.1 shall stand.

12. RESULTS and PRIZES

12.1 Provisional results will be displayed at the Warsash SC after each race. Provisional results will be sent to each entrant after each race. The final results will be sent to each entrant after the end of the series. Provisional results are also posted on the Club website.

12.2 Prizes of the Day will be presented at Warsash SC after racing each Sunday. "Bottle" prizes will be awarded to the winners of each class if present, otherwise they will be given to the highest placed boat in the class whose crew is present. Additional day prizes may be awarded at the discretion of the RC.

12.3 Keeper prizes - retained permanently by the winners:-

(a) A Winner's Trophy will be presented to the Series Winner of each class. Second and subsequent prizes will be presented according to the number of entries. Additional prizes may be awarded by the organising committee.
